No. They are not. Now not include in the Schengen Zone Romanian, Croatia and Bulgaria total with supposed equals 29 countries. But now, it is still at 27 countries in numbers.
However, it is good to know that the Romania and Bulgaria are currently under the consideration stages until November when the EU Parliament will review all the pilot segments regarding the Modalities set out for them. Until then, Romania and Bulgaria remain NON SCHENGEN countries - at least, they are halfway there. The countries are still 27 with Croatia as the newest which joined 1st quarter of last year to make it 27.
Since 31 of March Romania and Burnley are in Schengen area, and since 1st of April started to issue Schengen visa! So I have heard.
